PriestJ 8a59d6df06 made some initial changes after NG Metering and IS had reviewed draft 1 of the spec. I've worked through their comments down to the end of Section 2, but there are a few more questions required before everything is clear, including some sort of bun fight over the system security and whether it should be in the spec to any real detail ...
