1e11213b27 More changes to the Enquiry screen (page 32): 
Altered MPRN and MPRN_ALT so that they display if the ENTY_CODE is null as these fields are available for all job types and it's one of the first fields you come across when entering data into the form.  Also altered AMR field so that if the ENTY_CODE is null then the AMR is not displayed, otherwise it would appear for the user even if they were not a Tripartite member.

c8df34d5a2 Altered Screen (page 32) so that the duplicate Access Password (Access Password2) has been removed also Switched back on validation processes as follows: 
* EXISTING METER ASSET PROVIDER
 * Agent Contact Mech Val limit 240
 * Meter Asset Provider Limit to 210
 * Job Description Limit to 500 Chars
 * IP Details Limit to 250

Also move all validations that test the limit of characters to the top of the process order so that they are run before our call to AH's validation check, this way it prevents the system from raising an error if we pass a sting that is too big for AH's validation procedure.  They now all start in from sequence 455 onwards.

Also worth mentioning that the Menu list has also been repaired it now includes the Edit Enquiry and Create Enquiry menu options again.

55159b63ce Fix for #489(SC2018/SC2019). Altered the report on Page 80 to display the quotes in qmax order and for the report to only show the first 10 quotes.

edited page 32.

added condition to the TRIPARTITE validation so that it will only run if there are no other errors to display.  This is because the missing postcode was causing this validation to fail with the reported error message.

1d3d54f79c added code to the request for quote process on the enquiry screen such that it raises an exception (above) if the user has already requested a quotation, this displays an error message that is understandable. Fix for #482(SC1011)

ad7a23f54e Fix for #447(SC1009) Altered quote reports (page 14) so that the option to view discarded speculative quotes is no longer available to the agents. Also altered the supplier reports query so that it does not look for discarded speculative quotes, also upped the max row count (it was limiting to 500) I set it to 10,000.

f27bbde7b2 fix for ticket #443, have added an extra column (nicked sql code from matts screen 81), note it runs slowly on the supplier only report. However there is another issue with the report in a yet to be raised ticket, there are duplicate quote references in the report, so this could be looked at together.

7db9f2148e Fix for ticket #438 (SC1003), agents could see the create party option/button. They should not have been able to view this screen. Restricted the create party menu option and create party button so that only webmipadmin can see them.
